Donald Trump’s former advisor warns president ‘will run for third term’ despite constitutional limit

Steve Bannon, who used to be one of Donald Trump’s top advisors, says there’s a good chance Trump might try to become president again in 2028  even though the U.S. Constitution says he can’t. According to Bannon, Trump’s team is exploring different ways to make it happen and is confident they’ll find a path forward. Bannon even said that by January 2029, Trump will be back in the White House signing executive orders.

This idea has picked up attention, especially after Trump 2028 merchandise started showing up with slogans like “rewrite the rules,” hinting that Trump’s team might want to change the Constitution itself  specifically the 22nd Amendment. That amendment, added in 1951, says no one can be elected president more than twice. It was created after Franklin D. Roosevelt won four elections, which broke the earlier tradition of only serving two terms.

Despite the constitutional limit, Trump has joked — or maybe not joked — about running for a third term in the past. He told NBC News that he wasn’t kidding when he mentioned it and said lots of people want him to do it. In another interview with TIME, he said there might be “loopholes” but claimed he doesn’t believe in using them — though he didn’t rule anything out.

Bannon, on the other hand, is all in on the idea. He said there are several ways Trump could pull it off and that those plans will be revealed over time. One theory is that Trump could run as Vice President under someone like JD Vance, and if that person steps down, Trump could take over again. Another option would be to try to amend the Constitution, which is very difficult and takes approval from Congress and a lot of states.

Legal experts say these ideas face serious challenges, so it’s not clear whether any of them could actually work. Still, Bannon seems convinced that Trump’s third run is not only possible but likely. Whether or not that can legally or realistically happen remains to be seen.
